捡拾中国行动网络的目标是联合全中国有志于通过捡拾清理来改变环境的团队和个人。通过定期组织捡拾、参与行动倡导、记录垃圾信息来协助研究报告生成，用数据展示我们面临的严峻的环境问题；从而推动公众关注垃圾问题，推动垃圾减量、垃圾分类以及末端的资源循环利用，推动一个洁净的中国的愿景达成。

捡拾中国行动网络自2018年12月8日正式启动以来，收到了几百家伙伴单位的申请，截至2023年，共有超过100个社会组织、户外俱乐部、学校等团队正式成为捡拾中国行动网络成员单位。捡拾中国行动网络希望能在"赋能、平等、共享"的价值观下推动整个社会向"一个洁净的星球”的美好愿景发展。
